Social Welfare Office, Purba
Medinipur, started
functioning as an entity under the establishment of the
District Magistrate, Purba Medinipur after the bifurcation
in 2002.
The two branches viz. Social Welfare and ICDS under Department
of Women & Child Development and Social Welfare have
a special relationship with the public, particularly vulnerable
segments of our society, namely disabled persons, Old Age
and Infirm, Widow, Mother & Children in distress, trafficked
and rape victim Women & Girls, tortured Women &
Children and others.
Some of the important schemes undertaken
are as follows:
OLD
AGE PENSION :
Old Age Pension is granted to a person
who is more than 60 years of age and having family income
not exceeding Rs. 100/- per month and if there is none to
look after the aged person. The total coverage of the scheme
is for 3127 for male and female (both). The extent of pension
is Rs. 750/- per month.
WIDOW PENSION :
Widow Pension is sanctioned to a widow
having none to look after in the family and family income
up to Rs. 100/- per month. The extent of pension is Rs.750/-
per month. The total coverage is for 1648 widows in the
State of West Bengal.
DISABILITY PENSION :
This pension is sanctioned to a disabled
person who is incapacitated to earn a living and extent
of disability is 40% and there is none to maintain the disabled,.
Income limit is Rs.100/- per month. The extent of pension
is Rs.750/- per month. The total coverage is 1607.

SPECIAL
SCHOOLS :
Under this scheme grant is provided
by Government of India through the State Government to the
NGOs for running special school for children with mentally
challenged, hearing & visually handicapped. At present
approximate NGOs are engaged for the welfare of the handicapped,
out of them approximate 6 NGOs are running such schools..
AIDS AND APPLICATION TO DISABILITIES
(ADIP) :
Aids and appliances are given to the
persons with orthopedic, hearing and visual disabilities at
minimum cost or free of cost; on the basis of the family income
of the persons with disabilities. In the last financial year
funds were to extend benefit for the purpose to Bikramnagar
Udayan Sangha.
NATIONAL HANDICAPPED FINANCE
DEVELOPMENT CORPORATION :
i) Through West Bengal Women Development
Undertaking this 100% loan scheme is executed to prospective
persons with disabilities at a subsidized rate of interest
for earning their livelihood.
ii)
Besides all the programmes as cited above Commissioner for
Persons with Disabilities has been appointed as a constitutional
authority to safeguard the interest of persons with disabilities
with a view t o properly implement Articles and Provisions
of PWD Act, 1995, National Trust Act, 1999.
SCHOLARSHIP FOR THE HANDICAPPED
CHILDREN : Handicapped
students are provided with this scholarship amounting Rs.
100/- per month upto 16 years of age. Prescribed format is
available from the block/District office.
Welfare
Of Disabled:
The provision of Local Level Committee
of National Trust has been implemented in this District for
the purpose of
i) Convergence of all Welfare activities in the interest
of Persons with Disabilities.
ii) Access to disability certificates and identify cards
for all Persons with Disability.
iii) Ensuring 3% reservation in all Govt. jobs, reservation
in seats in all Govt. Educational Institutions, reservation
in all poverty alleviation programme for the Persons with
Disabilities.
iv) Confering Legal Guardianship for the persons with Autism,
Cerebral Palsy, Mental Retardation and multiple Disabilities
under National Trust Act.
v) Ensuring 100% distribution of prosthetic aids and appliances
to the eligible P.H. persons.
vi) Ensuring creation of barrier free environment in Public
places..
vii) Reviewing overall welfare activities to provide benefit
to the Disabled persons in the district.
